THE CONDO BOOK PROJECT

Kensington Manor Condominium

428 East 9th Street, Brooklyn, NY 11218

Overview

Kensington Manor is a new eight-story condo with 76 apartments at 428 East 9th Street in Kensington, Brooklyn. Its offering plan details studios to three-bedrooms priced from about $396,000 to $1.5 million, 38 deeded parking spaces, a cellar gym and pet spa, a super and porter instead of a doorman, and a first-year budget of about $394,000.

  • What it is: a new eight-story concrete building with a cellar and one elevator, built on three lots that held a one-family and two two-family houses. The plan expected construction to finish and the first closing to happen by July 1, 2025.
  • Size: 76 apartments, 38 parking units and one community facility unit. Up to 13 apartments share a floor.
  • Layouts: 7 studios (about 316 to 390 sq ft), mostly one-bedrooms (about 448 to 574 sq ft) and two-bedrooms (about 758 to 898 sq ft), and three three-bedrooms of about 1,160 to 1,180 sq ft. Unit TH1 is a two-bedroom of 1,105 sq ft on the first floor with a 1,032 sq ft cellar for accessory use only and a 1,060 sq ft rear yard.
  • Outdoor space: 17 apartments have roof terraces and most from the third floor up have balconies. The largest terraces are on the second and seventh floors, up to about 405 sq ft for unit 709.
  • Offering prices: in the plan's original price list, apartments ran from $396,000 for a studio to $1,485,000 for a three-bedroom. These are asking prices, not sales. Four amendments have been filed since, the latest in August 2026, so check the amendments for current prices.
  • Getting around: the plan puts the Q train about 0.4 miles away and the F about 0.6 miles away, with several bus lines about a block away.

Sales recorded with the Department of Finance (ACRIS) through Aug 31, 2026: deeds, or transfer tax filings for a building on leased land, of $10,000 or more. A home's first sale since the plan was filed is the sponsor's closing; resales aren't counted. Closing prices are compared with the same home's Schedule A price, as first offered; a deed covering more than one home isn't compared. Amendments often change prices before a home closes, and a deed that includes parking or storage counts its full price. ACRIS records a sale weeks after closing, so recent contracts don't appear yet. Every building's sales.

Budget

What It Costs to Run

The sponsor projects a first-year budget of $393,501 (July 2025 to June 2026). Residential and parking owners pay almost all of it. The biggest lines:

Budget lineFirst-year cost
Labor (super and porter)$85,500
Water and sewer$83,000
Gas (cooking and hot water)$79,523
Reserve fund$39,350
Insurance$29,000
Common-area electricity$27,828
Gym equipment lease$14,000

Projected common charges run from about $221 a month for the smallest studio to about $834 for the largest three-bedroom. Projected taxes add about $384 to $1,438 a month. The plan expects the building's tax bill to rise from $687,610 in the first year to about $725,000 in 2026/27, and warns it could rise more after reassessment. Read more on common charges and estimating condo property taxes.

Good to know: the reserve fund starts empty and is built at 10% of the budget each year from common charges. The budget has nothing for repairs to building systems, so the plan warns that larger common-area repairs may need special assessments. At closing you pay two months' common charges into the working capital fund.

Kitchens

Each kitchen gets a 30-inch gas range, an over-the-range microwave and a 24-inch dishwasher, specified as Blomberg models. Refrigerators vary with the layout, from a 25-inch freestanding model up to 32- and 36-inch Fisher & Paykel French-door units. Counters are quartz with a ceramic tile backsplash. Cabinets are plywood with a satin grey laminate finish, and the faucet is a Delta pull-down.

Bathrooms

Baths have Neptune tubs and one-piece dual-flush toilets, Hansgrohe thermostatic shower fittings in chrome, and a veneered plywood vanity with a ceramic top. Compare with bathroom brands in NYC condos.

Floors, Walls and Windows

  • Floors: red oak engineered hardwood over a sound mat in living areas and bedrooms.
  • Walls: the plan rates walls between apartments and corridors at STC 51. See what soundproofing ratings mean.
  • Ceilings: at least 8 feet in habitable rooms, lower under soffits and beams.
  • Windows: thermally broken aluminum tilt-and-turn windows with low-E, bird-friendly glass.

Laundry, Heating and Cooling

  • Laundry: every apartment has a closet with hookups for a stacked electric washer and ventless dryer, but the sponsor doesn't supply the machines. Closets are as small as 2'6" by 2'6" in some studios, so measure before you buy appliances.
  • Heating and cooling: a Daikin heat pump system with a wall-mounted unit and thermostat in each room. The warranty runs up to 10 years. After it ends, you pay to maintain and replace your own equipment.
  • Electricity: the plan's Schedule B-1 projects about $1,566 to $3,080 a year per apartment for heat, cooling, lights and appliances, on top of common charges.

Listings: Kensington Manor, 428 East 9th Street on StreetEasy

Amenities, Staffing & Transportation

  • Gym: in the cellar, with a Precor treadmill and adaptive motion trainer, a Keiser spin bike, an Assault rower and a functional trainer. The equipment is leased for five years at $14,000 a year.
  • Pet spa: about 75 sq ft in the cellar with a washing station. The rules set no limits on pets.
  • Common roof: a shared roof area with sponsor-supplied furniture, limited to 9 people at a time under city rules for passive recreation, beside a green roof of about 920 sq ft.
  • Bike room: 39 wall racks in the cellar, free, first come, first served.
  • Storage: free cellar storage spaces, first come, first served. See how condo storage is sold.

Good to know: the plan isn't consistent on some amenity details. Part I describes a gym of about 880 sq ft, while the architect's report lists two cellar exercise rooms totaling 1,720 sq ft. Part I counts 60 storage spaces; the architect's report counts 76 lockers. Some sections list a play room, but the architect's report designates both cellar recreation rooms as exercise rooms. There's no package room.

Staffing and Services

The budget projects a small staff:

  • 1 full-time superintendent who lives within 200 feet of the building, at $20 an hour
  • 1 full-time porter at $21 an hour

Neither is expected to be in a union. Together they cost about $85,500 a year with taxes and insurance. The supplies line also covers "virtual doorman fees." A video intercom at each apartment unlocks the vestibule door. The managing agent, FIDY Management, is paid $12,000 for the first year.

Transportation

  • Subway: 9 min walk to Cortelyou Rd Q; Ditmas Av F, 11 min
  • Parking: 38 parking units in the plan

Fine Print

What's Specific to It

  • Deeded parking for owners only. Thirty-eight self-park spaces on the ground floor, sold only to apartment owners: 21 covered spaces at $93,500 and 17 open spaces at $66,000 in the original price list.
  • Gas is shared. Cooking gas and hot water come from common meters, so you pay for them through common charges. Electricity, including heat and air conditioning, is metered and billed to each apartment.
  • No doorman. The budget pays for one full-time, non-union superintendent and one full-time porter, each at 35 hours a week. The entry uses a video intercom, and the plan says no CCTV system will be provided.
  • A community facility unit pays less. The cellar unit, which could become a medical office or a house of worship, pays 2% of most costs but none of the labor, water, gas or gym equipment. The plan says this makes residential common charges "substantially higher."
  • No tax abatement. The plan says no real estate tax abatement is available to the units.

Listing photos of Kensington Manor can show you the finishes. The offering plan, the document the developer filed with the New York Attorney General, tells you how the building will be run and what you agree to when you buy. New to these documents? Start with what a condo offering plan is.

Fine Print Worth Knowing

  • Closing costs. You pay the city and state transfer taxes, $2,950 to the sponsor's lawyers, $750 toward the cost of the plan, and more if you finance or close late. The deposit is 10%.
  • Late closing penalty. If you don't close on the scheduled date, you owe 0.03% of the price for each day of delay.
  • Financing limits. The preferred lender, Guaranteed Rate, won't close loans until 15% of apartments are sold and 51% are owner-occupied.
  • No 36-B warranty or bond. Because the building is over five stories, the state's housing merchant warranty doesn't apply, and no bond secures the sponsor's obligations. The sponsor must still build to code and the filed plans.
  • Roof drains. The special risks say roofs and terraces over apartments lack emergency secondary drains, though the architect's report describes drains with a secondary overflow. Ask which is right.
  • Rooftop grill. The gas budget includes a common grill on the roof, but the plan also bans gas and charcoal barbecues on common areas. Ask how that will work.
  • Sponsor control. The sponsor controls the board for up to a year after the first closing and can veto staff changes, improvements and borrowing for up to five years.
  • Disputes and rules. Condo disputes go to arbitration with no appeal, and you waive a jury trial on the purchase agreement. Smoking and vaping are banned everywhere, including inside apartments. Short-term and hotel-style rentals aren't allowed.
  • The community facility unit. Its owner can subdivide it, alter it and put up lit signs on the front of the building without the board's approval, and it appoints one board member.

Team

  • Sponsor: 428 East 9 LLC, whose principals are Yevgeniy Lvovskiy and Lev Berenshteyn. They also sponsored The Luxe at 1673 Ocean Avenue, The Q at 2218 Ocean Avenue, and H7 and H7O on Avenue H in Brooklyn.
  • Selling agent: the sponsor itself. The plan says neither it nor its principals have prior experience as a selling agent.
  • Sponsor's architect: Alexander Zhitnik, R.A., of Z Architecture
  • Managing agent: FIDY Management Inc., not affiliated with the sponsor, on a one-year agreement
  • Sponsor's counsel and escrow agent: Tsyngauz & Associates, P.C.
  • Construction lender: DB360 LLC

The plan doesn't name an interior designer.

Yes. There are 38 deeded, self-park spaces on the ground floor, entered from East 9th and East 8th Streets, sold only to apartment owners. The original prices were $93,500 for a covered space and $66,000 for an open one. See deeded vs. licensed parking.

How much are common charges at Kensington Manor?

Under the sponsor's first-year projection, about $221 to $834 a month depending on the apartment, with projected property taxes of about $384 to $1,438 a month on top. Gas for cooking and hot water is included. Electricity isn't.

Does Kensington Manor have a doorman?

No. The budget pays for a live-nearby superintendent and a porter, each working weekdays, plus a video intercom. The plan says no CCTV system will be installed.

Are pets allowed at Kensington Manor?

The rules say there are no pet restrictions, and there's a pet spa in the cellar.

Where this comes from: the building's offering plan (CD240058), filed with the New York Attorney General, including its Schedule A price list, Schedule B first-year budget and the architect's description of the property.
