THE CONDO BOOK PROJECT

Skyline Tower

23-15 44th Drive, Queens, NY 11101

Overview

An 802-unit, 67-story condo tower at Court Square in Long Island City, sponsored by BGY Cityview LLC. It has a three-lane pool, a non-union staff of 22 and no tax abatement, and the condo must maintain the subway entrance on its block.

  • Address: 23-15 44th Drive, Long Island City (Court Square), Queens
  • Plan: CD180049, accepted for filing in October 2018
  • Building: about 672 feet tall, with 67 construction levels (68 marketing floors) above a lower level. The sponsor projected first closings around July 1, 2020.
  • Residences: 802, from studios to four-bedrooms, starting on the 3rd floor, with penthouses at the top. Unit 308 goes to the board as the resident manager's apartment, and 12 units were held back unpriced.
  • Other units: a Retail Unit of about 26,841 square feet on the cellar and ground floor, and a Garage Unit of about 36,800 square feet with a valet entrance on 44th Road. Neither is offered for sale.
  • Storage: 141 storage lockers sold as licenses, about $3.9 million in total
  • First offering: 802 residences at about $1.01 billion in total (sponsor offering prices, not sales). The per-unit price table in our copy of the plan isn't legible, so we don't quote individual prices.

Closingsfirst and latest recordedJul 6, 2020 – Feb 11, 2026

Sales recorded with the Department of Finance (ACRIS) through Sep 30, 2026: deeds, or transfer tax filings for a building on leased land, of $10,000 or more. A home's first sale since the plan was filed is the sponsor's closing; resales aren't counted. Closing prices are compared with the same home's Schedule A price, as first offered; a deed covering more than one home isn't compared. Amendments often change prices before a home closes, and a deed that includes parking or storage counts its full price. ACRIS records a sale weeks after closing, so recent contracts don't appear yet. Every building's sales.

Budget

What It Costs to Run

The sponsor projected a first-year budget (July 2020 to June 2021) of about $5.93 million. Residences carry about $5.81 million of it, and the retail and garage units pay about $121,000 together. Spread over 802 apartments, that's about $600 a month on average, and Schedule A sets each unit's share by common interest.

Notable lines:

  • Staff: about $1.69 million.
  • Utilities: about $1.09 million for common electricity, $733,000 for water and sewer, and $580,000 for apartment gas.
  • Management: $475,000, including a $135,000 fee to AKAM. The agreement runs two years and either side can cancel on 60 days' notice.
  • Insurance: about $423,000.
  • Amenity operator: about $315,000.
  • Elevator maintenance: about $158,000, and $15,000 for the subway entrance.

Good to know: the Special Risks section says the budget includes a reserve fund line, but Schedule B's line items show only a $50,000 contingency. At closing you pay two months of common charges into working capital, plus a share of the $1.255 million resident manager's apartment and about $45,000 in closing costs for it. For context, see reserve funds, why operating costs differ and our common charge benchmarks.

The Building

Finishes

The architect's report lists two finish packages: typical apartments on floors 3 to 62, and penthouses on floors 63 to 66. Compare them with our NYC condo finishes guide.

Kitchen

  • Typical apartments: a Bosch 30-inch gas range and hood, a panel-ready Bosch refrigerator and dishwasher, and a Monogram microwave.
  • Penthouses: a Thermador 30-inch range, a Bosch hood and dishwasher, a Monogram microwave, and a 30- or 36-inch panel-ready Sub-Zero refrigerator.
  • Wood cabinets, stone counters and backsplash, and a Kohler stainless sink with a Kohler faucet in Vibrant Brushed Bronze.

See how these brands compare in our kitchen appliance brands guide.

Baths

  • Toto toilets, Kohler sinks, and Kohler faucets, shower sets and accessories in Vibrant Brushed Bronze.
  • Stone tile floors, stone counters on wood vanities, and a Kohler tub in secondary baths.

See how these names rank in our bathroom brands guide.

Floors, Ceilings and Windows

  • Custom European white oak engineered floors, 5 inches wide, over a 2mm recycled rubber underlayment.
  • Some living rooms and bedrooms have exposed concrete ceilings with a coating.
  • A curtain wall facade. The plan warns it may run warm in sun, needs shades, and that window films are prohibited. Shades must have a white backing.

Laundry, Heating and Cooling

  • A stacked Bosch washer and ventless dryer in apartments with a bedroom. In the penthouse list, two-bedroom-plus homes get a 27-inch Frigidaire washer and vented dryer. A common laundry is in the cellar (see in-unit washer-dryers).
  • Each apartment has its own heat pumps with a wall thermostat, served by a building water loop (see heating and cooling systems).
  • Electricity is submetered. Gas for cooking, hot water and heat is on a shared meter and paid through common charges.

Amenities, Staffing & Transportation

Most of the amenities sit on the 3rd floor, with more in the lower level (compare with amenities by building size).

3rd Floor and Mezzanine

  • A three-lane lap pool about 75 feet long and 21 feet wide, and a whirlpool spa.
  • A spa with sauna, steam room and treatment room, and men's and women's locker rooms.
  • A lounge, a kids' room, and a business center on a mezzanine overlooking the lounge and pool.

Lobby and Lower Level

  • A resident lounge facing 44th Drive and a pet bath by the secondary entrance.
  • An unattended fitness center and yoga studio, a laundry room and a bike room in the lower level.

Good to know: an outside company will run the 3rd-floor amenities for about $315,000 a year. The plan says the pool may not open until 24 months after the first closing. Bike spaces aren't guaranteed and may carry a fee.

Staffing and Services

The plan promises a lobby attendant 24 hours a day from the first closing. The year-one budget assumes 22 full-time staff, expected to be non-union:

  • A live-in resident manager ($120,000 a year plus the apartment) and an assistant resident manager.
  • 10 doormen, concierges and package room attendants, 7 porters and 3 handymen.
  • An on-site management team (general manager, assistant general manager and administrative assistant) paid through the managing agent, at about $340,000.
  • Eleven elevators in the maintenance budget: a mid-rise and a high-rise bank of four each, plus service and loading elevators.

Our common charges guide puts these numbers in context.

Transportation

  • Subway: 2 min walk to Court Sq-23 St 7 E F G M; Queensboro Plaza 7 N W, 7 min

Fine Print

What's Specific to It

  • A subway entrance to maintain: a subway tunnel runs under the adjacent street, and a station stair comes up on the 44th Drive sidewalk. The condo board must take over the maintenance, repair and replacement of that entrance, stairway and elevator.
  • A resale fee: for 12 months after the building's permanent certificate of occupancy, you can't list your unit without the sponsor's consent. If you do and then sell, you owe the sponsor 50% of your gross profit.
  • Very large for a condo: 802 residences in one tower, with a first-year budget of about $5.9 million. A Retail Unit and a Garage Unit each appoint a board member.
  • No tax abatement: the plan describes no 421-a or other exemption. Projected taxes on the residences, once fully assessed, are about $9.5 million a year, well above the residential common charges of about $5.8 million.
  • Ventless dryers, and none in studios: most apartments get a Bosch washer and a ventless electric dryer in a closet. Studios get no washer or dryer.
  • Protected lot-line windows: some east-facing apartments have lot-line windows, but a recorded agreement with the Two Court Square Condominium gives them a perpetual easement for light, air and views.

Skyline Tower fills the block bounded by 44th Drive and 44th Road at Court Square, with the E and M at 21st Street and the 7 at 45th Avenue nearby. Its offering plan tells you what's in the apartments, who you share the building with and what it should cost to run.

Fine Print Worth Knowing

  • Sponsor control: the sponsor controls the board for up to five years after the first closing. It can rent unsold units without limit and only has to sell 15% (121 units) to declare the plan effective.
  • Parking isn't guaranteed: the garage uses valet parking with two car lifts, and it has fewer spaces than there are apartments. The sponsor may later sell spaces by license or deed (see deeded vs. licensed parking).
  • Storage lockers: lockers are licenses tied to owning an apartment, and the sponsor keeps the sale proceeds. They aren't on the emergency generator (see storage units).
  • Taxes: Schedule A's tax estimates assume the building is fully assessed. With no abatement, see our property tax estimate guide before you budget.
  • Noise from equipment: mechanical equipment sits on many floors, including the 37th, 38th, 63rd and 68th, and the gas-fired generator is tested about once a month.
  • Retail below: the retail owner can use the sidewalk for outdoor seating and signs, and the plan doesn't limit what kind of business it can be.
  • No smoking anywhere: the building bans smoking, including e-cigarettes, inside apartments and on private terraces and balconies.

FAQ

Does Skyline Tower have a pool?

Yes. The 3rd floor has a three-lane lap pool about 75 feet long and a whirlpool, next to a spa with a sauna, steam room and treatment room, but the plan warns the pool may not open until 24 months after the first closing.

Is the staff union?

No, the year-one budget expects 22 non-union full-time staff, including a live-in resident manager, 10 doormen, concierges and package attendants, 7 porters and 3 handymen, costing about $1.69 million.

Can I resell my Skyline Tower apartment right away?

Not freely: for 12 months after the building's permanent certificate of occupancy, you need the sponsor's consent to list your unit, and if you list without it and then sell, you owe the sponsor half your gross profit while it still owns unsold units.

Where this comes from: the building's offering plan (CD180049) as filed with the New York Attorney General, including its Special Risks, Description of Property and Improvements, Notes to Schedule A, Schedule B and Identity of Parties. Prices are the sponsor's offering prices, not sales, and budget figures are the sponsor's first-year projections. Later amendments may change them. Updated October 2026.
